February 2003 Secretary's Report
This report details the day to day activities of the ASCA Board of Directors and includes issues brought before the ASCA Board and communications done by mail, fax, e-mail and/or phone.

98:05 CONFORMATION COMMITTEE - Premier 10 Motion by Davenport. I move to approve the following Conformation Committee motion. Comment by CC: Every year there are questions about procedure from the host club. The purpose of this rule is to have a consistent procedure for awarding Premiers, BOW, BOS and BOB at Nationals.
Motion by Gemi Sasson-Brickson, second by Denise Creelman, for the rules to be added to the National Specialty Rules, Section 16, regarding the procedure for awarding of Premiers:

Current Rule: "Section 16. PREMIER TEN AWARDS
16.1 Premier Ten Awards will be chosen from Specials only. There will be a Premier Ten in Dogs and a Premier Ten in Bitches.
16.2 Best of Breed, Best of Winners, and Best of Opposite Sex, are not eligible to receive a Premier Ten Award."
Add the following: "Section 16. PREMIER TEN AWARDS
16.3 After all the individual judging is completed, dogs and bitches from the final cut, plus WD and WB, will go into the ring together. The armband numbers of the Premier Ten dogs and Premier Ten bitches will be called one at a time and as they are called, that dog or bitch will go to the center of the ring to receive its award. Then Best of Winners, Best of Opposite Sex and finally Best of Breed will be called to the center of the ring to receive their award.
16.4 After awarding of BOB, the remaining specials and class dog will be excused. The Premier Ten dogs and bitches will go around the ring and will then be excused. Then BOB, BOS and BOW will go around the ring."

[Author's note: This system was last used in Oregon in 1996. There has been no support expressed by the membership, ASCA judges, Conformation Committee or past hosting clubs to maintain the option of this system for judging BOB at Nationals. It is generally viewed as time-consuming, complex and can still be skewed by the weighted scoring of a single judge. We therefore believe that this section of the Rulebook is archaic and no longer necessary.]

98:05 CONFORMATION COMMITTEE - Altered Survey Motion by Davenport. I move to approve the following motion by the Conformation Committee regarding the questions to be put to the membership to seek information on the altered program. [CC Notes: The following were written by the ASCA Conformation Committee with every attempt to cover all aspects of the Altered Program which currently need resolved. These questions, if approved, will be put before the membership in the Aussie Times. Votes will be tallied and the results shared with the ASCA BOD, CC and membership. The purpose of this survey is to gauge membership opinion regarding the Altered program in as unbiased a manner as possible to the future and details of the program.]

Proposed Questions for Membership Survey on the Altered Program: Question 1. Should ASCA permanently adopt the Regular Altered Conformation program as a title earning program? If the Regular Altered Conformation program is permanently adopted, then... Question 2. Should clubs holding Conformation events be required to offer Regular Altered classes? Question 3. Should a club have the option of offering a reduced slate of Regular Altered Conformation classes? Question 4. Should Regular Altered Conformation titles be counted toward Hall Of Fame recognition?
Question 5. Should Regular Altered Conformation titles be counted toward Versatility titles such as Versatility Champion and Supreme Versatility Champion? Question 6. Should the point schedule for Regular Altered Conformation events be the same as the existing point schedules with Point Schedule 1 as the base level? Question 7. Should a separate point schedule exist for Regular Altered Conformation reflecting the number of dogs currently competing? (for example - 1-2 dogs defeated = 1 point, 3-4 dogs defeated = 2 points, 5-6 dogs defeated = 3 points, 7-9 dogs defeated = 4 points, 10 or more dogs defeated = 5 points. This is only an example and not a currently proposed point schedule) Question 8. Should the requirements for a Championship in Regular Altered Conformation be the same as those for Regular Intact Conformation? (15 points, 3 majors) If the answer to Question 8 was no, then... Question 9. Should the number of majors required for a Regular Altered Championship be reduced? (for example 2 majors required)

91:02 Show Office Problems - Washington Appeal Motion by Warren, second by Gray. I move the qualifying obedience scores earned at the ASC of Washington's Obedience trial held December 7th, 2002 be allowed. The club will be fined the sum of $100 for not submitting the proper forms for Extension Requests for the obedience Judge.
Comments: The Qualifying Scores should be allowed but the club should receive a fine for not filling in the proper form for an obedience Judge extension. The club did attempt to notify the Business Office through email of the Judge. The feeling is we should not penalize the contestants for an error by the club.
