98:16 Affiliate Bylaws--CAASA
Changes to CAASA Bylaws approved unanimously
00:21 Agility Finals
Motion by Trumbull-Clark, second by Adolphson
I move to accept the following proposal from the Agility Committee for an
Agility Finals Program to be inaugurated during the 2002 Nationals. That
a full page announcement ad be conspicuously placed in the March/April
2001 issue of the AUSSIE TIMES with the rules immediately following.
Motion AGC 00-16 proposing an Agility Finals program to begin in 2002 made
by Allison Bryant and seconded by Annelise Allan. The motion was approved
unanimously.
Section 1 Runs
1. The Agility Finals will be run in conjunction with the ASCA National
Specialty each year. Agility Finals will not be held on the same day as
any other agility competition.
2. The finals will consist of four rounds total--2 rounds Regular, 1
round of Jumpers and 1 round of Gamblers. There are no elimination
rounds. Dogs that qualify for the finals are eligible to compete in all
four rounds. All four rounds will take place on the same day.
Section 2 Eligibility
1. Eligible dogs will be ASCA registered dogs. The top 20 merit dogs and
alternates, as defined and selected by the Merit program as published in
the Aussie Times, will be invited to compete at the Agility Finals.
2. Eligible scores will be those received during the ASCA Agility Finals
year. The ASCA Agility Finals Year will be the twelve month period from
June 1st of the previous year to May 31st of the year that the Finals are
held. The ASCA business office will send the Nationals host club an
Agility entry form for each dog entered in the Finals by the close of the
pre-entries for the Nationals.
3. Eligible dogs for the Agility Finals are the top 20 dogs as ranked in
the Aussie Times. There may be more than 20 dogs if there are ties in the
top 20 listings. The next ten dogs in the listing will be contacted as
alternates.
4. Bitches in heat will be allowed to run. They will run at the end of
each class. A rug or tarp will be brought out to the start line, and the
dog may be placed on the rug or tarp to begin her run. Bitches in heat
will also wear panties during their run. Bitches in heat must be crated
(not in an ex-pen) prior to and during the competition, except when
competing, away from the agility ring at a distance or location to be
determined by the Host Club.
Section 3 Verification
1. All eligible contestants and alternates who have qualified for the
Finals will be notified by United States Postal Service Certified Mail by
the ASCA Business Office. The certified letter will be postmarked no
later than July 1st of the Finals Year. Alternates will be notified of
their standing as well. The ASCA Business Office will take necesary steps
to notify foreign qualifiers.
2. All eligible contestants must verify that they will be competing at
the Agility Finals by filling out an official entry form and sending it
and the entry fees to the ASCA Business Office. The verification must be
clearly postmarked by July 15th of the Finals Year. These forms will be
forwarded to the host club by the ASCA Business Office by the close of the
Nationals entries.
3. If an eligible contestant fails to send in an entry, the next
alternate who has stated his/her intent to attend will be notified by the
ASCA Business Office. Alternates must verify their intent to compete at
the National Finals by filling out an official entry blank and sending to
the ASCA Business Office by the due date. Alternates will pay when they
become eligible. Alternates become eligible when a qualifier fails to
verify his/her intent to attend the Finals by the due date as specified in
section 3.2. No entry fee will be refunded.
Section 4 Fees
1. The entry fee charged for the Agility Finals will be $80 for all four
rounds. No entry fees will be refunded. Dogs will not be allowed to
enter a portion of the rounds. If they enter the Finals, they must enter
all four rounds. Entry fees will be used to cover any expenses that the
host organization may incur while putting on the Agility Finals as well as
for awards. The host club will submit their expenses to the ASCA Board of
Directors. When all expenses have been met any additional monies will be
used for funding the next year's Finals.
2. The ASCA Business Office will keep an accounting of all monies
received for the Finals fund and is responsible for informing the Host
club(s) of the Finals, the Board of Directors, and the ASCA Agility
Committee as to the amount received by August 1st of the competition year.
3. Host Club shall submit a proposed budget to the Board of Directors and
the ASCA Agility Committee at least six months prior to the Finals.
Section 5 Awards
1. Each round of Regular, Jumpers and Gamblers Agility will be placed one
(1) through ten (10). Rosettes will be awarded for each placement. All
rosettes will have the date and location of the Agility Finals, placement,
name of the class (i.e. Jumpers) and ASCA Agility Finals printed on them.
A side streamer will have the dog's full registered name with titles
printed on it. First place will be blue, second place red, third place
yellow, fourth place white, fifth place pink, sixth place green, seventh
place purple, eighth place brown, ninth place teal and tenth place maroon.
A special award will be given to the winner of each class. All exhibitors
not placing in the top ten (if more than ten dogs are entered per class)
will receive a participation rosette printed with the same information as
the placement rosettes, (including the side streamer with the dog's full
registered name and titles), except the word "finalist" will appear
instead of the placement.
2. The top ten overall dogs shall receive rosettes. Second through tenth
place rosettes should have the date, location, placement, "Overall", and
ASCA Agility Finals. For example: 2002 ASCA Agility Finals Overall First
Place. All exhibitors not placing in the top ten (if more than ten dogs
are entered per class) will receive a participation ribbon printed with
the word "finalist" instead of the placement. All of these ribbons shall
have the dog's full registered name including titles printed on a side
streamer as well.
3. The Champion agility dog shall receive a rosette which states date,
location and ASCA Champion Agility Dog with a side streamer that has the
dog's registered name and titles printed on it.
4. All of the monies received from the finals entries minus the expense
to the host club(s) for hosting the Agility Finals and all monies donated
will be used for prizes for the Agility Finals only. Any unused monies
will revert to the Agility Finals fund.
5. The Host Club is responsible for procuring rosettes and awards for the
Agility Finals.
6. Presentation of the awards shall be done in a manner to showcase the
event.
Section 6 Judging and Scoring
1. One judge will be used to judge all four rounds. This judge may be
the same judge that judges the Agility Nationals Trial. The courses for
the finals shall not be the same as the ones used for the National Trial.
2. There will be four rounds used to determine the champion. 1 Jumpers,
1 Gamblers and 2 Regular rounds. All Finals qualifiers will compete in
all four rounds.
3. Veteran and Junior dogs will jump at their appropriate jump height
which will be one height lower than what their standard division jump
height would be.
4. There will be no Standard Course Time. Scoring will be on a time plus
faults basis. The scores from the four rounds will be cumulative. All
jump heights will be combined for determining the placements and champion.
5. Faults will be assessed in accordance with the ASCA program rules for
agility with the exceptions noted below. For Jumpers and Regular classes,
faults incurrred during the round will be added to the dog's course time.
Faults will be double what they normally are under ASCA rules for knocked
bars (10 faults) and missed contacts (20 faults). Faults for missed weave
poles and wrong courses will remain at 5 and 10 faults respectively.
Faults for failure to perform will remain at 20 faults. The purpose of
this is to encourage speed and accuracy during the run by increasing the
faults for those actions which most often occur with increased speed. The
other types of faults usually result in additional time spent, so no
additional penalty is needed. Elimination will result in 200 points being
added to the overall cumulative score for regular and jumpers.
Elimination during the gamblers run will result in a score of zero (0)
being subtracted from 100.
6. For the gamblers class, the points accumulated will be subtracted from
100 and then added to the dog's time for the gamble score. This will then
be added into the dog's cumulative score. The gamblers class will be run
in accordance with the ASCA program rules for agility.
7. The dog with the lowest cumulative score from the four rounds will be
the ASCA Champion Agility Dog.
8. If there is a tied final score, then the dog with the fewest course
faults would place higher and if there is still a tie then the dog with
the most gamble points would place higher.
9. The Jumpers class will run first, then the Gamblers and then the two
Regular runs. The Jumpers height order will be random draw. Then the
order of go within each jump height will be random draw as well. Each
subsequent class will be in reverse order of current placement based on
the cumulative scores with the exception of bitches in heat, who will run
last in each class.
10. Scores will be posted when they are available. It is required that
two different people NOT entered in the finals check the computation of
the scores before they are posted.
11. All ASCA agility rules apply with the following exceptions:
A. Qualifying scores will not be applied towards ASCA certifications or
towards the Merit Agility program (and therefore next year's finals.)
B. Only dogs eligible for the finals may compete.
C. Only ASCA registered Australian Shepherds may compete
D. Faults will be assessed as specified in section 6.5
E. There will be no Standard Course Time for the Regular classes or the
Jumpers round.
F. Non-qualifying scores will be used to determine a dog's cumulative
score from the four classes.
Section 7 Selection of Finals Judges
1. Once the host club, location and dates for the finals have been
determined, the Host Club will select judges from the current list of
approved Level 1, 2 or 3 NADAC Agility judges until such time that ASCA
develops its own list of approved agility judges.
2. Judges will be in good standing with ASCA and NADAC.
Section 8 Stewards
1. The timer and scribe can not be a family member or a member of the
household of any of the Finals competitors. Nor can they be an owner of
any dog competing in the finals.
2. The normal amount of people to run a one ring trial will be needed for
the finals. At a minimum the host club will need to fill the following
positions:
2 timers
1 scribe
1 gate keeper
1 score runner
3 jump setters
1 chute setter
1 scorer (scoretable)
ribbon preparers (can be the same people as above)
4 course builders (can be the same people as above)
3. Both Timers will time each round. One timer will be designated as the
primary timer and the other the backup. The primary timer's time will be
used for all dogs unless the stop watch malfunctions. In the event of a
malfunction, the backup timer's time will be used. In the event that both
stopwatches malfunction, then the dog will be required to rerun and their
previous run will not count.
4. Timers must time the entire round (i.e. the entire Jumpers class).
Comments: An Agility Finals Program is something that our competitors
have wanted and will be a wonderful program to add to ASCA's other Finals
Programs. Denise Creelman of the Host Club for the 2002 Nationals was
contacted and she stated that holding the first annual Agility Finals will
not be a problem The Agility Finals should last approximately one half
day. As this Program uses the already in current use Merit Award listings
for the finalists, this should cause no undue problems with the Office as
far as clerical work starting on June 1, 2001. This Program also closely
mimics the current Obedience Finals (whose first annual event went
extremely well) and the Stockdog Finals.

93:19 Board Policies--Affiliate Bylaws Review Committee
Motion by Trumbull-Clark, second by Toft
I move that the Affiliate Bylaws Review Committee review and approve all
Affiliate Bylaws changes and/or additions/deletions effective immediately
upon approval of this motion. The committee shall consult with the ASCA
Attorney if they feel necessary prior to their final approval.
Comments: It is logical to have this committee review and approve changes
that Affiliates wish to make to their Bylaws as this committee approves
all new Affiliate's Bylaws. The current committee members have approved
this addition.

93:19 Board Policies--Breed Standard
Motion by Adolphson, second by Toft
I move that the following be made ASCA Board Policy 4.22 (Aussie Times)
The ASCA Breed Standard shall be published in every other issue of the
Aussie Times within the first 50 pages of the publication. Effective
date: May/June 2001 issue of the Aussie Times
I further move that a prominent icon which links to the ASCA Standard
shall be presented on the Internet Home page of ASCA.org
Comments: The ASCA Breed Standard is the foundation upon which our breed
rests. Both longtime and new ASCA members should be reminded of the
contents of the ASCA Breed Standard so they maintain its spirit and intent
when involving themselves in every aspect of the Australian Shepherd
breed.

93:19 Board Policies---Travel Agent
Motion by Trumbull-Clark, second by Toft
I move that ASCA use as it's Travel Coordinator, Carlson Wagonlit Travel
in Bryan, TX effective immediately upon approval. That the name, address,
e-mail address and phone number of Carlson Wagonlit Travel be listed in
the Director's Manual under "Frequent Contacts". That an account be set up
with Carlson Wagonlit Trvel per the following:
Transportation:
1.) The names of each traveler which ASCA will provide transportation for
shall be given to Carlson Wagonlit Travel prior to the Spring Meeting, the
Nationals or any other meeting or event as approved by the Board of
Directors by an appointed Director.
2.) The ASCA credit card number shall be used to provide payment for
airline reservations for only those named on the list provided to the
agency.
3.) Each allowable traveler shall contact the agency directly to make
their arrangements a minimum of 30 days prior to travel in order for the
agency to get the best rate possible. After 30 days prior to travel, if
no arrangements have been made through the travel agent, the traveler must
arrange and provide (pay) for their own travel.
Motel:
1.) The names of each traveler which ASCA will provide motel
accommodations for shall be given to Carlson Wagonlit Travel prior to the
Spring Meeting, the Nationals or any other meeting or event as approved by
the Board of Directors by an appointed Director.
2.) The ASCA credit card number shall be used to provide reservations for
motel accommodations for only those named on the list provided to the
agency.
Car Rental:
1.) The names of each traveler which ASCA will provide car rental for
shall be given to Carlson Wagonlit Travel prior to the Spring Meeting, the
Nationals or any other meeting or event as approved by the Board of
Directors by an appointed Director.
2.) The ASCA credit card number shall be used to provide reservations for
car rental for only those named on the list provided to the agency.
Kyle Trumbull-Clark shall be the point of contact for the year of 2001.
Comments: ASCA Policy #6.12.2 allows for a representative to be appointed
by the Board to make all airline reservations, motel accommodations and
travel arrangements. As this position is time consuming and can become
quite involved, especially when making travel arrangements for the
Nationals, this position and the Board would be best served by a
professional in this field. The charges are minor considering the
effectiveness and future savings to be had by using a professional travel
agency.
The reasons to use a professional travel agency instead of a Director
volunteering for the position or requiring our Executive Secretary to do
this job (which is not in the Position Description) are:
--"Meeting rates" which start at 5% for 10 people flying to the same
destination may be negotiated by the travel agent.
--Faster searches for the best rates possible
--The best scheduling can be made by an agent
--24 hour toll free emergency number to get help if there is a problem
with the airline
--Hotel rates can be negotiated by a professional
--Rental cars can be negotiated by a professional
--Able to handle scheduling changes prior to flight
The Bryan area was chosen due to the central position in the country; ease
in any necessary dealings with the Office; the lack of any conflict of
interest which could occur.
Several agencies in the Bryan area were contacted for a list of their
services. There were several important factors which prompted the choice
of this agency:
--A toll free number that Directors may use for contact
--An e-mail address which can be used for contact
--E-tickets are available
--A 24 hour toll free number to use in case of emergency
--Regular business hours are longer than other agencies (Mon.-Fri. 8-6,
Sat. 10-2)
--They will keep personalized travel arrangements for each traveler
Carlson Wagonlit Travel charges $20 per ticket for their services.
Included in the $20 charge is:
--Negotiating "Meeting Rates" with the airlines if we have 10 or more
travelers
--E-ticket
--Searching for the best rate possible
--Arranging for the best schedules possible
--Advance seat assignments
--24 hour toll free emergency number
--Tracking of frequent flier miles
--Tracking of refunds
--Hotel reservations
--Car rental reservations

93:19 Board Policies---Letters to the Editor Policy
Motion by Warren, second by Aufox
I move to change policy 4.9 Aussie Times to read:
Letters to the Editor:
Letters must be no longer than 250 words. Short, typed letters of 150
words or less are preferred. Your letters must be signed and include your
address and phone number. Address and phone number will not be printed
unless it is requested by the author. The editor reserves the right to
reject letters that are too long, libelous or contain personal attacks.
The above statement must be included in each Aussie Times.
Comment: Per our attorneys instructions, "there should be a policy re.

editor reserves the right to edit or not publish some of the letters
received." I have run this wording by Chuck already.

00:19 Budgets---Advertising
Motion by Toft, second by Rossy
I move to continue the Dog World boxed ad for another year. Cost is $68

The ad shall continue with the current wording, which is:

ASCA offers all breed competition & titles in its obedience, tracking,
agility programs, as well as herding breed competition and titles in its
stockdog programs.
Comments: Dog World contains two advertising sections for the various
breeds. One is the classified section in the back, which we have already
approved an ad for in 2001. The other is the breed display section in the
main part of the magazine (with the articles, etc.). The boxed ad goes
under the heading for AUSTRALIAN SHEPHERD and is currently (Feb. 2001
issue) the only ad running under that heading. Dog World also is running
our press release regarding the Altered Champion program on the same page
as the boxed ad in the February 2001 issue (highlighted with a color
background). This is economical and valuable advertising for ASCA and
should be continued.

to new Directors and old alike.

94:16 Insurance
Motion by Toft, second by Aufox
I move to accept the quote of $10,904.13 (this includes all taxes and
fees) from Horizons Insurance (through Colony Insurance Co.) for blanket
event coverage for our affiliates ASCA-sanctioned events for 2001 with the
following conditions:
1. This coverage is based on 409 events in a year (this is the figure
from Lola for the total number of events held in the most recent show
year--May 99-June '00). If we go over this number of events this year,
they could charge us for the events over 409. If we go with the quote
from Colony Insurance we will be locked into this policy for a minimum of
3 months. We can cancel the Colony policy at the end of 3 months and get
a refund of all but one-quarter of our premium. This refund could be
applied to a cheaper policy at that time if Horizons can find one.
2. This coverage does not include Additional insureds, which is when a
site asks to be added on the policy as an "Additional named insured". If
a site requests this, it will be an additional $52.55 per request. This
additional cost will be passed along to the club requesting it. Very few
sites request this. Neither of the two pending requests are asking for
it.
3. Horizons is still looking for a better quote than the $10,904.13
quoted above. There is another company they are checking with they will
hear from tomorrow which may not charge for additional insureds and may
quote us a lower premium. If we send a check and they have a better
premium for us with the other company, they will apply our check to that
policy instead and refund any overage.
4. This policy will solve our immediate problem and give us time to
investigate better coverage, notify our affiliates of any necessary
increases in fees and allow the affiliates time to obtain their own
coverage. At this time, ASCA takes in approximately $27,000 a year from
recording fees. This is the 50 cents per entry charge ASCA makes to
affiliate clubs.

94:16 Insurance--Letter
Motion by Toft, second by Trumbull-Clark
I move to publish the following article in the May-June issue of the
Aussie Times.
AFFILIATES--MORE ON INSURANCE
A few of the sites used for ASCA shows and trials throughout the
country will ask to be added to our event coverage policy as an
"Additional Named Insured". This is the box at the bottom of the request
form for a Certificate of Insurance that comes with every show packet. At
this time, if a site asks for this, it will cost your Affiliate Club
$52.55.
Here's the good news. The $52.55 fee covers THAT SITE for the entire
year (January 1 through January 1). You may have as many sanctioned
events as you wish at that site in a year's time without any additional
charge for insurance. Of course, if you hold sanctioned events at other
sites and if any of them ask to be Additional Named Insureds, you will
have to submit another $52.55 fee.
Fees must be submitted to the ASCA Business Office with the request
form. All forms with fees must be submitted 30 days prior to the event.
If you have any additional questions about ASCA's insurance, please
contact Kris Toft. (Thanks to Lisa Renville of Feather River ASC for
raising this question!)

98:02 MVA Committee--MVA Nationals
Motion by Warren, second by Berryessa
I move to accept the following recommendation by the MVA Committee:
The Guidelines for the ASCA Nationals include:
1) Awarding of MVA and AAJ will be done prior to awarding of Premier 10
and BOB.
2) The MVA participant ribbons be distributed during the conformation
evaluation.

Non-voting: Chris Davies, Sandra Katzen
Comments: This motion comes in the wake of the 2000 Nationals and the
concerns and comments the committee members were given during the
Nationals. We feel it's important to include these items in the
guidelines so the host club will understand how important it is to have
the MVA and AAJ awards before BOB.

Motion by Warren, second by Berryessa
I move to accept the following MVA recommendation:
Revise the Most Versatile Aussie Conformation Worksheet to include a
description of the correct tail. To accomplish this revision, while
maintaing the current 30 point possible subtotal, the General Appearance
section will be rewritten to combine two of the subsections (#1 and #3),
as follows:
"Well-balanced dog of medium size and bone, slightly longer than tall.
Masculinity or femininity is well-defined."
The following subsection will be inserted after the above to become #2
subsection:
"An identifying characteristic is his natural or docked bobtail. Tail is
straight, not to exceed four (4) inches."
The description of the coat and color will become #3 subsection, and the
remainder (#4, #5, #6) will remain the same. Each of the six subsections
equals five points in value, for a subtotal of thirty points for the
General Appearance section.

the conformation evaluation as originally approved. This motion was made
to include the tail as part of the conformation evaluation scoresheet.

80:33 National Specialty Rules---MVA Conformation
Motion by Warren, second by Davenport
I move to accept the following MVA recommendation:
Change the MVA Guidelines for the ASCA Nationals to include:
1) The Versatility Conformation Evaluation will be held either first or
second day of the Nationals competition, or with the non-regular
conformation, whichever comes first.
2) The entry fee for the conformation evaluation will be equal to the
entry for the non-regular classes.

In favor: Lori Acierto, Monica Barger, Sandra Case, Lynn Fremuth, Andrea
Hoffman, Debra St. Jacques, Terry Thomascik, Anne Shope
Against: none
Non-voting: Chris Davies, Sandra Katzen
Comments: This motion comes in the wake of the 2000 Nationals and the
concerns and comments the committee members were given during the
Nationals. We feel it's important to include these items in the
guidelines so the host club will understand how the timing of the
conformation evaluation can affect the overall placings. The issue of
entry fees for the evaluation has also been the subject of much
discussion, and the answers vary anywhere from not having an entry fee at
all to having the entry fee the same as the regular classes, and anywhere
in between. We wanted to offer a middle ground to clarify that issue. To
be implemented for the 2002 Nationals.

80:33 National Specialty Procedure--Altered Classes
Motion by Trumbull-Clark, second by Toft
I move ASCA sponsor the BOS & BOB awards for the Altered Classes on a
continual basis starting with the 2001 National Specialty. The awards to
be equal to the BOS & BOB awards for the intact portion.
For the 2001 National Specialty only: The required number of ribbons for
Premier Dogs and Premier Bitches will be five (5) each due to newness of
the Altered Program and possible low entry of Specials.
That the following be added to the National Specialty Guidelines:
A new 16.1.1 be added under Section 16 "Premier Ten Awards" which shall
read:
"There will be a Premier Ten in the Altered Dogs and a Premier Ten in the
Altered Bitches. These Premier Ten will be chosen from the altered
Specials only."
A new 16.2.2 be added under Section 16 "Premier Ten Awards" which shall
read:
"Altered Best of Breed, Altered Best of Winners, and Altered Best of
Opposite Sex, are not eligible to receive a Premier Ten Award."
Add to Section 18 "Required Ribbons and Awards" immediately after the
"Conformation" listing and before the "All Around Junior" listing the
following:
Altered Best of Breed (sponsored by ASCA)
Altered Best of Opposite Sex (sponsored by ASCA)
Altered Best of Winners
Premier Altered Dog (10 ribbons required)
Premier Altered Bitch (10 ribbons required)
Altered Winners Dog
Altered Reserve Winners Dog
Altered Winners Bitch
Altered Reserve Winners Bitch
As per the motoin 90:03 which was approved on 12/7/00, add the following
as a new Section 5.4.1:
"Judges for Altered Classes:
ASCA approved Conformation Judges must be used. Only Approved Breeder
judges may be eligible to judge this event at the National Specialty."

98:15 Obedience Committee---Clarification
Motion by Trumbull-Clark, second by Toft
I move to accept the following recommendation from the Obedience
Committee. To become effective June 1, 2001.
The Obedience Committee recommends the following motion to the BOD.
Motion by Link, second by White
Motion to change the Obedience Rules as follows:
Chapter 1, Section 13. Disturbances:
Third sentence. Sentence to read: "If a dog or handler is disqualified or
excused by a judge, the reason shall be stated in the judge's book or in a
separate report." eliminate the word "expelled".
Chapter 1, Section 20. Dogs that must Compete: First sentence.
Sentence to read: "Any dog entered and present at a Specialty or
Sanctioned Obedience Trial must compete in all exercises of all classes in
which it is entered unless disqualified or excused by the judge or by the
Show or Obedience Trial Committee, or unless excused by the official
veterinarian to protect the health of the dog or other dogs at the trial."
again, eliminating the word "expelled"
Chapter 2, Section 25 Misbehavior:
"Any display of fear, etc., and the judge may excuse the dog from further
competition in the class." again, eliminating the word "expelled".
The Committee felt that "disqualified" and "excused" were adequately
explained in the rules. The term "expelled" was not explained and
extraneous.
Voted 11 in favor, none against.

98:15 Obedience Committee--Number of Trials per day
Motion by Trumbull-Clark, second by Toft
I move to accept the following recommendation from the Obedience
Committee. To become effective June 1, 2001
The Obedience Committee recommends to the BOD the following motion:
Motion to increase the number of Obedience Trials allowable per day.
Chapter 1, Section 1 Clubs:
Subsection 1.4. delete sentence "Same type of events would not be allowed
to occur, such as more than one Conformation event per day per area"
Subsection 1.4b change sentence to read:
Affiliates may have up to two Obedience Trials per day, per area.
Chapter 1, Section 21 add this next to last sentence:
"A judge may officiate at an obedience trial for the same affiliated club
no sooner than once every 30 days, but the club should make an effort to
assign different classes (Novice, Open, etc...) to the judge(s) whenever
possible. Where the club is holding two trials on the same day and/or
multiple trials in a short number of days, the same individual(s) may be
assigned to judge during the entire event. However, assignments should be
organized so that exhibitors compete before as many judge(s) as is
practicable."
Voted 11 in favor.
The Committee has received several requests from areas without many shows
or with shows at great distances to allow more than one show per day.
Seeing that many of these shows are quite small, it is a viable way to get
a title in a reasonable time.

98:15 Obedience Committee---Warm Ups on Grounds
Motion by Trumbull-Clark, second by Toft
I move to accept the following recommendation from the Obedience
Committee. To become effective June 1, 2001
The Obedience Committee recommends the following motion to the BOD.
This motion will allow a longer warm up time on the show grounds as
follows:
Chapter 2, Section 26 Training and warm-up on show grounds. FIRST
PARAGRAPH: Leave first sentence intact. Delete 2nd and 3rd sentences.
Leave 4th and 5th sentences intact with the one exception of changing the
word "leash" to "lead" in the 4th sentence. SECOND PARAGRAPH: replace
with: These requirements shall not be interpreted as preventing a handler
from moving normally about the grounds or premises, NOR FROM WARMING UP
HIS OR HER DOG USING ANY EXERCISE PERFORMED IN THE OBEDIENCE RING,
PROVIDED THAT THE DOG IS ON A LEAD BEING HELD BY THE HANDLER. THE WARM UP
SHOULD BE PERFORMED AWAY FROM THE OBEDIENCE RING AND MUST NOT BE
DISRUPTIVE TO ANY OTHER PERSON OR DOG. Physical or verbal disciplining of
dogs shall not be permitted except to a reasonable extent in the case of
an attack on a person or another dog. PRACTICE RINGS MAY BE PROVIDED AT
THE DISCRETION OF THE SHOW GIVING CLUB BUT ARE NOT MANDATORY. THE SHOW
GIVING CLUB WILL POST SIGNS IN CLEAR VIEW THAT WILL STATE: NO INTENSIVE OR
ABUSIVE TRAINING WILL BE TOLERATED. THIS SIGN WILL FURTHER STATE THAT
ANYONE WHO IS WITNESSED TO VIOLATE THIS PRIVILEGE, AS TESTIFIED BY TWO
PEOPLE, WILL BE SUBJECT TO DISCIPLINARY ACTION UNDER THE RULES FOR
RESOLUTION OF DISPUTE (SECTION D1-D10) THE SIGN WILL FURTHER SAY THAT
ANYONE WITNESSING SUCH INTENSIVE OR ABUSIVE TRAINING SHOULD REPORT SUCH TO
THE SHOW OR OBEDIENCE CHAIRMAN OR OTHER CLUB MEMBER. ANY PERSON WHO IS
ACCUSED, BY TWO WITNESSES, OF VIOLATING THE RULES IN SECTION 26, WILL BE
DEALT WITH PROMPTLY, DURING THE TRIAL IF POSSIBLE, AFTER THE OFFENDER HAS
BEEN NOTIFIED OF THE SPECIFIC CHARGES AGAINST HIM, AND HAS BEEN GIVEN AN
OPPORTUNITY TO BE HEARD IN HIS OWN DEFENSE IN ACCORDANCE WITH THE RULES
FOR RESOLUTIONS OF DISPUTES (SEE SECTION D1-D10) The Show or Obedience
Trial Committee, shall be responsible for compliance with this section,
and shall investigate any reports of infractions.
Motion made by Burlingame, second by White
Voted approved: Case, Cyboron, Amen, Bohren, Burlingame, White, Mann
Disapproved: Link, Willems
Abstain: Hamelin, Swatko
Committee members felt that a longer, less restrictive time was needed to
get their dogs ready to compete. A practice ring has been used
successfully at the Gaines events, and the posting of the signs should be
deterrent enough for any mis-use of the area. The change of the wording
"leash" to "lead" would allow a flexi-leash to be used to that the dog
could jump safely.

00:20 Registry Rules---Rule Book
Motion by Toft, second by Adolphson
I move to accept the attached ASCA Registry Rules and Regulations for
Recordkeeping and Identification of Dogs. This Rulebook will be
maintained, updated and distributed by the ASCA Business Office. Upon
acceptance I will contact Lola and submit this to her in whatever format
she prefers. Choice of color for the cover will be left up to the
Business Office.
Comments: This is the same thing that was given to each of you at
Nationals without the arrows indicating changes and with page numbers,
chapters, sections and table of contents added. All of these rules are
currently approved and in force with the exception of the changes
indicated by arrows in the copy you got at Nationals. The arrows were
eliminated in this copy for the purpose of submitting in what is,
hopefully, the final form
