This report details the day to day activities of the ASCA
Board of Directors and includes issues before the ASCA Board and
communications done by mail, fax, email and/or phone.
June 1-30, 2001
90:38 Agility-LEP change
Motion by Toft, second by Adolphson
I move to alter the ASCA Agility Rules and Regulations as follows
(effective immediately):
Agility Finals Rules, Section 2, #1 sentence: Following the words "ASCA
registered dogs" add the words "and ASCA LEP dogs".
Comments: This alteration provides for the inclusion of ASCA LEP
Australian Shepherds in all ASCA Agility competitions including the Merit
program and Agility Finals and has been approved by the Agility Committee.
I would like to see ASCA protect the ability of LEP dogs to compete in
performance programs. We have a motion to alter the registry rules on the
floor to reflect the different status of LEP dogs. We didn't realize how
this would affect the LEP dogs at the time we made the registry motion.
This motion is an attempt to rectify that oversight.
Board voting:
Approve: Adolphson, Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, Davenport, DeChant, Warren
Motion is defeated
91:07 ASCA Business Office--Merchandise
Motion by Toft, second by Trumbull-Clark
I move to have Lola bring the sweatshirts and tee-shirts which are still
stored at the Business Office to the 2001 National Specialty and offer
them for sale at "clearance" prices--i.e. buy one, get one free.
Comments: Our accountant has advised us to get out of the "merchandise"
business. These items are aging and need to be moved out of the office.
I discussed this with Lola and the above is her suggestion.
Board voting:
Approve: Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, DeChant, Warren
Non-voting: Adolphson, Davenport
Motion is defeated
01:10 Aussie Times-Package
Motion by Toft, second by Trumbull-Clark
I move to have the Business Office offer a package of Aussie Times back
issues.
One calendar year of 6 issues to be for sale at a cost of $20 per year.
(This is a savings of $4.00 for the purchaser over buying 6 issues at the
single copy price of $4.00 each.) First class delivery of a one-year
package shall be $8.00 additional. Any years which are
incomplete--missing a single issue--will be sold at a price of $16 for 5
issues and a first class delivery cost of $7.00 additional cost.
One calendar year of 12 issues to be for sale at a cost of $40 per year.
First class delivery of a one year package shall be $16.00 additional.
Any years which are incomplete--missing a single issue--will be sold at a
price of $36 for 11 issues and a first class delivery cost of $15
additional cost.
List of ASCA items for sale in the Aussie Times to be updated to reflect
these new packages. Lola to bring one package each for the year 2000,
1999, 1998, 1997 to the National Specialty for sale to the membership.
Other years shall be brought if space permits.
Comments: These old issues take up a large amount of storage space at the
Business Office. This idea was suggested by our editor, Cynthia
Mahigian-Moorhead and discussed with Lola. Lola has no problem putting
these together for sale and bringing a sample of several years worth for
sale at Nationals.
Board voting:
Approve: Adolphson, Berryessa, Davenport, DeChant, Rossy, Toft,
Trumbull-Clark
Disapprove: Aufox, Warren
Motion is approved
93:19 Board Policies--Aussie Times complimentary copies
Motion by Toft, second by Trumbull-Clark
I move to add the following policy to the ASCA Policy Manual under "Aussie
Times". Business Office to add appropriate numbering.
Complimentary copies or subscriptions to the Aussie Times shall be sent
only to persons approved by the ASCA Board of Directors. Non-member
advertisers shall receive a single copy of the issue in which their ad
appears. Advertisers who purchase the inside front cover or inside back
cover will receive one additional copy of the issue in which their ad
appears.
Comment: Unlimited complimentary copies of the Aussie Times have been sent
out in the past. We need to put some controls on who receives these and
how many are received to cut costs.
Board voting:
Approve: Adolphson, Davenport, Rossy, Toft, Trumbull-Clark, Warren
Disapprove: Aufox, Berryessa, DeChant
Motion is approved
93:19 Board Policies--Aussie Times Foreign Mail
Motion by Toft, second by Trumbull-Clark
I move to delete policy 4.20 of the ASCA Policy Manual effective
immediately. Business Office to renumber policies as necessary.
Comment: This policy has always been interpreted to mean the Aussie Times
is sent via free airmail to foreign ASCA members. This will change on
January 1, 2002 with the new membership and subscription rates. We can
continue on with the old policy until all foreign members have renewed at
the new rates without having this in writing. Eliminating it from the
policy book now assures there will be no conflicting policies in existence
on January 1, 2002.
Board voting:
Approve: Adolphson, Aufox, Rossy, Toft, Trumbull-Clark
Disapprove: Berryessa, Davenport, DeChant, Warren
Motion is approved
93:19 Board Policies-4.1 and 4.7
Motion by Toft, second by Trumbull-Clark
I move to delete policy number 4.7 of the ASCA Policy Manual and to alter
policy 4.1 of the ASCA Policy Manual as follows (effective immediately):
4.1 Affiliate Reports will consist of any news pertinent to each Affiliate
Club, excluding Show Results. Controversial material will be submitted to
the ASCA Board of Directors for approval. Reports will contain only:
Items of National interest, Year End and ROM Awards, and Human Interest or
Special Awards.
Comment: Policies 4.1 and 4.7 are about the same thing. It makes more
sense to combine them
Board voting:
Approve: Adolphson, Berryessa, Davenport, Rossy, Toft, Trumbull-Clark,
Warren
Disapprove: Aufox, DeChant
Motion is approved
93:19 Board Policies--4.6
Motion by Toft, second by Trumbull-Clark
I move to delete policy 4.6 of the ASCA Policy Manual effective
immediately. Business Office to renumber policies as necessary.
Comment: The new membership fees approved at the Spring meeting negates
this.
Board voting:
Approve: Adolphson, Aufox, Rossy, Toft, Trumbull-Clark
Disapprove: Berryessa, Davenport, DeChant, Warren
Motion is approved
93:19 Board Policies--4.8
Motion by Toft, second by Trumbull-Clark
I move to delete policy number 4.8 of the ASCA Policy Manual effective
immediately. Business Office to renumber policies as necessary.
Comment: The Two Cents Worth column has not existed for many years. There
is no reason to clutter the policy book with irrelevant policies.
Board voting:
Approve: Adolphson, Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, Davenport, DeChant, Warren
Motion is defeated
93:19 Board Policies-Policy 4.10
Motion by Toft, second by Trumbull-Clark
I move to alter policy number 4.10 of the ASCA Policy Manual as follows
effective immediately:
4.10 The Top Twenty (20) winners in all classes of all merit Programs will
be listed in the Aussie Times.
Comment: This policy is vague and needs to be clarified.
Board voting:
Approve: Unanimous
Motion is approved
93:19 Board Policies--Policy 4.11
Motion by Toft, second by Trumbull-Clark
I move to delete policy number 4.11 of the ASCA Policy Manual effective
immediately. Business Office to renumber policies as necessary.
Comment: Due to the editor change, this policy is no longer necessary.
Board voting:
Approve: Adolphson, Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, Davenport, DeChant, Warren
Motion is defeated
93:19 Board Policies-Policy 4.18
Motion by Toft, second by Trumbull-Clark
I move to delete policy number 4.18 of the ASCA Policy Manual (effective
immediately):
Comment: Cynthia is cleaning up all ads received now---handwritten ads are
laid out properly and "camera ready" ads which are not completely "camera
ready" are being cleaned up and improved before publication. This policy
was originally made to correct a problem. It is no longer applicable.
Board voting:
Approve: Adolphson, Aufox, Rossy, Toft, Trumbull-Clark
Disapprove: Berryessa, Davenport, DeChant, Warren
Motion is approved
93:19 Board Policies--4.21
Motion by Toft, second by Trumbull-Clark
I move to alter the second sentence of policy number 4.21 of the ASCA
Policy Manual to read as follows (effective immediately):
"Content for this page will be supplied by a person appointed by the
President who will be responsible for it's timely submission to the Aussie
Times."
Comment: Cynthia will do the layout for the Bulletin Board page now so
this no longer needs to be done by a Director.
Board voting:
Approve: Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, Davenport, DeChant, Warren
Non-voting: Adolphson
Motion is defeated
93:19 Board Policies--Policy 6.8.1
Motion by Toft, second by Trumbull-Clark
I move to delete ASCA Board Policy number 6.8.1 in it's entirety effective
immediately. Business Office to renumber policies as necessary.
Comment: This is covered in the Bylaws. Having a policy is unnecessary.
Board voting:
Approve: Adolphson, Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, Davenport, DeChant, Warren
Motion is defeated
00:15 Breed Standard Review Committee--Emergency Motion
Motion by Aufox, second by DeChant
I move the President communicate the following message to each committee
member of the Breed Standard Review Committee. "The Board established the
committee to review the breed standard and report back to the board
identifying areas or sections that the committee felt needed clarification
and explain the reasons or rationale for their position. Further the
Board requires the committee to elect a chairman and a liaison and that
should be the first order of business. If the committee feels that it
cannot undertake the task as explained they should inform the President
and the board of that fact."
Board voting:
Approve: Aufox, Davenport, DeChant, Rossy, Warren
Disapprove: Trumbull-Clark
Abstain: Toft
Non-voting: Adolphson, Berryessa
Motion is approved
91:24 Hardship Registry-Appeal to BOD
Motion by Toft, second by Adolphson
I move the following be added to the Hardship rules effective immediately:
APPEALS
Should any dog be rejected for ASCA registration by the Hardship/LEP
committee it may be appealed to the ASCA Board of Directors by the dog's
owner. The appeal must be filed with ASCA in writing by the dog's owner
and must be accompanied by all supporting documentation.
The Board of Directors will have 30 days to render a decision whether to
affirm or overturn the committee's decision. A simple majority vote of
the Board is required to overturn the decision of the Hardship/LEP
Committee. The Board's decision is considered final. No further appeals
will be granted.
Board voting:
Approve: Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, Davenport, DeChant, Warren
Non-voting: Adolphson
Motion is defeated
96:17 Jr. Showmanship--Two Recommendations
Motion by Davenport, second by Aufox
Move to deny the motions from the Junior Showmanship Committee regarding
payment for junior handlers.
Board voting:
Approve: Aufox, Davenport, DeChant, Rossy, Toft, Trumbull-Clark
Disapprove: Warren
Abstain: Berryessa
Non-voting: Adolphson
Motion is approved
98:02 MVA Committee--MVA Committee Resume
Motion by Warren, second by Davenport
Add Allison Bryant to the MVA Committee.
Comments: The committee is short members and she would be an asset to the
committee.
Board voting:
Approve: Aufox, Berryessa, Davenport, DeChant, Rossy, Toft,
Trumbull-Clark, Warren
Non-voting: Adolphson
Motion is approved
98:11 Obedience Rules--LEP change
Motion by Toft, second by Adolphson
I move to alter the ASCA Obedience Rules and Regulations as follows
(effective immediately):
Chapter 1, Section 1.10
First sentence, after the words "...ASCA registered Australian Shepherds",
add "and ASCA LEP Australian Shepherds"
Chapter 1, Section 7
Second sentence, delete the words in parentheses "...LEP and"
Third sentence, change "Non-Australian Shepherds" to "non-LEP Australian
Shepherds"
Last sentence, after "Only ASCA registered Australian Shepherds" add the
words "..and ASCA LEP Australian Shepherds"
Chapter 3, Section 4, first sentence
Following the words "..each registered dog", add the words "or each LEP
dog"
Chapter 4, Section 4, first sentence
Following the words "...each registered dog", add the words "or each LEP
dog"
Chapter 5, Section 4, first sentence
Following the words "...each registered dog", add the words "or each LEP
dog"
Chapter 6, first sentence
Following the words "...each registered dog", add the words "or each LEP
dog"
Chapter 9
First sentence, following the words "...ASCA registered Australian
Shepherd" add the words "...or ASCA LEP Australian Shepherd"
Chapter 10, Section 2, number 2
Following the words "..ASCA registered Australian Shepherds..." add these
words: ".. and ASCA LEP Australian Shepherds.."
Comments: These alterations provide for the inclusion of ASCA LEP
Australian Shepherds in all ASCA Obedience competitions invluding the
Merit program and Obedience Finals. These changes have the approval of
the ASCA Obedience Committee. I would like to see ASCA protect the
ability of LEP dogs to compete in performance programs. We have a motion
to alter the registry rules on the floor to reflect the different status
of LEP dogs. We didn't realize how this would affect the LEP dogs at the
time we made the registry motion. This motion is an attempt to rectify
that oversight.
In addition the Tracking Rules and Regulations need no alteration as
Chapter 1, Section 6b and 6c specifically include LEP dogs in the program
and Tracking has no Finals or Merit program rules which would need
alteration.
Board voting:
Approve: Adolphson, Rossy, Toft, Trumbull-Clark
Disapprove: Aufox, Berryessa, Davenport, DeChant, Warren
Motion is defeated
88:27 OFA
Motion by Toft, second by Trumbull-Clark
I move to stop publishing the OFA listings in the Aussie Times effective
immediately and to publish this information as a reference booklet for the
membership to purchase. Booklet to include OFA Hip and Elbow listings,
arranged alphabetically by dog's name with OFA number and grade, and
published on a yearly basis beginning with the year 2000. The last
booklet ended with 12/31/88. Information from 1989-1999 to be published
as a single booklet to simplify the backlog. The Business Office will
determine the price of each booklet depending on the cost of printing and
mailing and add in a profit of a few dollars on each book. Work to begin
immediately on this project with a goal of having these available for
purchase before the end of 2001.
Comments: The Aussie Times editor pointed out to us the listings published
in the Times were a year behind. These listings cost ASCA approximately
$75 a page to publish when we could be compiling them in booklets to make
some money. They are of little use to the members when published in the
Times because they are nearly impossible to reference. Booklets organized
in a logical manner will be more useful to the members and more profitable
for ASCA. Lola has been consulted regarding this project and has no
problems with it. I have volunteered to assist her with the 1989-1999
backlog issue and she thought the office could maintain a yearly
publication thereafter with only a little effort.
Board voting:
Approve: Rossy, Toft, Trumbull-Clark
Disapprove: Adolphson, Aufox, Berryessa, Davenport, DeChant, Warren
Motion is defeated
88:27 OFA
Motion by Toft, second by Trumbull-Clark
I move to publish a yearly booklet containing dogs DNA'd in that year and
to end publication of this list in the Aussie Times. These booklets to be
arranged alphabetically by dog's name. The Business Office will determine
the price of each booklet dependent on printing and mailing costs and a
profit of a few dollars on each booklet. Work to begin immediately on
this project with a goal of having these available for purchase by the end
of 2001.
Comments: Like the OFA listings, the DNA listings as currently published
are difficult for members to reference and cost ASCA valuable space in the
Times when ASCA could be selling these for a profit.
Board voting:
Approve: Rossy, Toft, Trumbull-Clark
Disapprove: Adolphson, Aufox, Berryessa, Davenport, DeChant, Warren
Motion is defeated
Registry Motions--Motion to Table
Motion by Aufox, second by Davenport
The motion listed below all relate to the same topic. Let us table them
for a full face to face discussion at the Nationals. We should not be
addressing such important issues piece meal in separate motions. I move
to table all the motions below until the Nationals' meeting of the Board

00:20 Registry Rules-"Record Keeping"
Motion by Berryessa, second by Aufox
The following is to be added to the ASCA General Registry Rules and
Regulations as a sixth paragraph to the "Record Keeping" section:
Failure of litter owner(s) to supply the puppy buyer(s) with an Individual
Registration Application may result in loss of ASCA privileges, after
review by the ASCA BOD.
The ASCA business office will be directed to send this rule out with all
requests for litter applications and all individual registration
applications that are sent to the breeder.

00:20 Registry Rules-Records-Motion to table
Motion by Aufox, second by Davenport
Ladies and Gentlemen:
I am sorry for the delay in responding to the varioius e-mails but I have
been traveling. I most probably will not be able to respond to all the
correspondence today.
However, this motion is very important and raises complex issues which I,
for one, do not believe can be adequately addressed by e-mail discussion.
We should address this at the Nationals.
I am therefore making a motion to table this matter until our meeting at
the Nationals in Greeley.

01:15 Volunteer Motion withdrawal and replacement
Motion by Adolphson, second by Trumbull-Clark
To formally recognize and celebrate those individual volunteers who work
so tirelessly in support of ASCA, I move that ASCA establish the ASCA
Volunteer Recognition and Appreciation Awards, and ratify the following
framework that outlines the nomination, selection, and award process for
these awards. Board members shared their concern over the cost of
implementing the previous motion, therefore this motion eliminated awards
requiring ASCA funds with the exception of ASCA donated publication space.
This substituted motion retains recognition of volunteers by formally
publishing their accomplishments/names in the Times. It is the hope of
the motion's maker that future fiscal planning will allow for additional
recognition of ASCA's dedicated volunteers as we currently recognize the
accomplishments of dedicated juniors.
Effective date of motion: Nomination announcement will occur commencing
with the Nov/Dec 2001 issue of the Aussie Times.
Comments: Those hardworking and usually under-appreciated ASCA members who
sacrifice their own time with their dogs to allow others to more fully
enjoy their ASCA experience should be formally and genuinely recognized
and thanked for their outstanding efforts to the Club and the breed.
Procedure:
1) Awards will exist in 4 categories: Committees, Affiliate
Officers/Boards, Affiliate club volunteers, Education.
2) Name of Awards will be as follows: Outstanding ASCA Committee
Volunteer, Outstanding ASCA Affiliate Club Officer, Outstanding ASCA
Affiliate Club Volunteer, Outstanding ASCA Educator.
3) One overall winner, one runner-up and up to two honorable mentions will
be recognized annually.
Eligibility:
Any ASCA member in good standing. Current ASCA Board members are exempt.
Nominations:
Nomination announcements will be placed annually in the Nov/Dec issue of
the Aussie Times with an opening and closing date for nomination of
11/1/XX through 4/1/XX. Nominations will be accepted by any member(s) of
ASCA in good standing. Nominations will include the award category and a
letter or letters of nomination with signatures and ASCA member number of
the nominating party.
Selections:
Selections will be made by a two tiered voting process. A preliminary
vote by the ASCA Board of Directors and the chairs of each ASCA standing
committee will be made. The top two vote-getters will be selected as the
two finalists for each award. A final vote will be taken by the Board of
Directors and Chairs of all standing committees to determine the winner
and runners-up of each award. Final voting shall be comleted by 6/1/XX.
Awards:
For Winners: A photograph of the winner along with their name and name of
award will be placed in the issue immediately following the "Nationals"
issue of the Aussie Times.
For Runners-up: Their name will be placed in the Aussie Times in no less
than 20 font under the name of the award for which they were nominated;
For Honorable Mentions: Their name will be placed in the Aussie Times in
no less than 15 font under the name of the award for which they were
nominated.
Winners, Runners-up, and Honorable Mentions will be notified and
congratulated by the ASCA office via letter signed by the president for
the Board of Directors within 2 weeks of final vote tally. Public
announcements made at the National's banquet.
Winners are encouraged to attend, but need not be present. In the issue
of the Aussie Times in which the winners are announced, a statement which
outlines what the award represents and exemplifies will be placed.
Implementation:
Publication: The president will coordinate with the Aussie Times committee
to insure that the announcement of request for nominations and award
winners are published in the appropriate issues of the Times.
Presentation: The President will announce and/or present the awards at
ASCA National banquet.
Qualifications:
Outstanding Committee Volunteer is the person who has demonstrated over
the past year the persistence and dedication to improving and promoting
the programs and administration of those programs which provide the
cornerstone of the outstanding opportunities the Club provides its
members.
Outstanding Affiliate Club Officer is the person who has provided the
energy, organization, motivation, harmony and superior leadership to the
foundation of our Club, the independent affiliate clubs.
Outstanding Affiliate Club Volunteer is the individual who has selflessly
given their time energy and passion to ASCA affiliate club events. This
"unsung hero" dedicates him/herself to the joy of others while often
sacrificing personal time with their own family, Aussie and human alike.
Outstanding Educator is the person who has undertaken the task to come
forth to the ASCA membership and/or their community, and share their
knowledge and wisdom both the knowledge and the ideals that support the
continued health and welfare of the development of this uniquely American
breed, the Australian Shepherd.
