June 2002 Secretary's Report
This report details the day to day activities of the ASCA Board of Directors and includes issues brought before the ASCA Board and communications done by mail, fax, e-mail and/or phone.

98:15 OBEDIENCE COMMITTEE - Chapter 6 Motion by Trumbull-Clark.
I move to accept the following Obedience Committee recommendation:
Motion by White, second Case. The Obedience Committee recommends the following changes to the Obedience Rules, to become effective 1-03:
Change the sentence in Chapter Six: UDX Title of the obedience regulations, be changed FROM: "ASCA will issue a Utility Dog Excellent certificate for each registered dog, and permit the use of the letters "U.D.X." after the name of each dog that has been certified to have received qualifying scores at least 10 times in both Open B and Utility on the same day after the dog has received the title of Utility dog."
to:
"ASCA will issue a Utility Dog Excellent (UDX) certificate for each registered dog and permit the use of the letters "UDX" after the name of each dog that is certified as receiving at least ten (10) qualifying scores in both Open B and Utility at the same ASCA sanctioned obedience trial. Dogs may not earn legs towards an ASCA UDX title until the dog has earned the ASCA title of Utility Dog (UD)."
Comments: Now that ASCA allows two obedience trials on the same date, this clarification is needed so that a dog does not earn the title of UDX prematurely.

98:05 CONFORMATION COMMITTEE - Three Motions Motion by Davenport. Motion Shelly Hollen, second Joni Johnson
Effective date is January 2003. #1. Show Flyer addition for all Shows: Add the following under SECTION 3.2- a. Show Flyers must be sent to prospective exhibitors at least thirty-five (35) days prior to the closing date for entries of the show if sent by other than FIRST CLASS MAIL and at least thirty (30) days if sent by FIRST CLASS MAIL or by ELECTRONIC MAIL (e-mail). Prospective exhibitors include those in attendance at this show in the preceding year.
b. Show Flyers shall specify the date at which entries for a show shall close, the location of the show site, the show times, the name, address and phone number of the Show Secretary and the person who is to receive the entries.
Addition to Section 5.2 Premium List: Change 5.2 d from current version to: "Show Flyers shall specify the date at which entries for a show shall close, the location of the show site, the show times, the name, address and phone number of the Show Secretary and the person who is to receive the entries."

**Note** Because this vote was very close, I have enclosed the comments from those members who commented on their reasons for voting against this item.
**Beth Ellen Peterson -I believe this motion will place too great of a burden on Clubs.
**Wendy Finsterwald - Please reconsider this one. Although it makes sense to do this it isn't always feasible to do this. It should read: in a timely manner.
**Denise Creelman - I think that we should let the clubs decide about this. They only hurt themselves by not sending fliers. should be a suggested guideline.
**Teena Meadors - I think premium/flyers should apply to close catalogued Specialties only. Monthly open day of show entries shows should be at the discretion of the clubs. As stated before, lack of publishing a show only hurts its own profits.

#2) Nationals Altered Premier Awards: Motion Denise Creelman, Second Shelly Hollen
Based on first year Nationals entry numbers in the Altered Conformation ring, Nationals Altered Premier Awards should remain at a total count of five to be distributed based on merit and not by gender.

# 3) Judges Code of Ethics: Motion Shelly Hollen, second Peter Kontos
The Conformation Judges Code of Ethics (revised 04/30/02) is to be adopted as the basis for conduct and behavior for ASCA Conformation judges. Document was sent to individual Committee members on 04-30-02)
Official ASCA Guidelines/Code of Ethics for Conformation Judges
1. ASCA Judges are expected to conduct themselves in accordance with these Guidelines set forth by the Australian Shepherd Club Board of Directors. Failure to comply with these guidelines subjects a judge to possible disciplinary action by the ASCA Board of Directors, including the possible revocation of ASCA Judging privileges.
2. ASCA Conformation Judges carry a tremendous amount of responsibility. They function as a guiding voice of the Australian Shepherd and should represent the highest ideals in terms of honesty, integrity, impartiality and knowledge of the sport and the breed.
3. The approval to judge ASCA events is a privilege and is not a right or reward. Suspensions in other registries relevant to the task of judging will be a consideration in the approval and maintenance of judging privileges.
4. All Judges and applicants must agree to abide by the ASCA Judges Code of Ethics.
5. ASCA has the right to refuse, suspend or revoke the ASCA judging license of any person in violation of ASCA rules, or for the failure to comply with the guidelines set forth in the ASCA Judges Code of Ethics. Failure to comply with these guidelines, or any ASCA rules, subjects a judge to possible disciplinary action by the ASCA Board of Directors, including the possible revocation of ASCA Judging privileges. Judges will be notified if such action is being considered, the reason for its consideration, and given the opportunity to reply.
RESPONSIBILITIES:
1. ASCA Judges should have thorough breed knowledge, understanding of the Breed Standard and full comprehension of the rules concerning ASCA's Conformation Program. They are expected to demonstrate efficient ring procedure and control. It is their responsibility to keep up to date with current changes in both the program rules and Breed Standard.
2. Judges are expected to continue the education process throughout their career.
3. Judges are to be professional in carrying out their duties and must not allow personal preferences to interfere with the stated guidelines upon which they judge animals.
4. It is essential that exhibitors have complete faith in the impartiality of their judges. A judges actions and decisions should leave no doubt that they were made based solely on the merits of the dogs presented to them on that day.
CONDUCT
1. The general conduct of a judge, both inside and out of the ring, should be above reproach. Judges should avoid conduct and casual remarks that might be misconstrued or misinterpreted such as expressing favoritism or specific criticism of dogs or exhibitors.
2. Prior to the completion of a judging assignment, a judge shall not act as a spectator at the same conformation event at which he is scheduled to judge.
3. When officiating at a show, the judge shall not: a) Discuss the merits or faults of the dogs with the stewards, attendants, or spectators during the assignment. b) Address handlers or dogs in the ring by name c) Hold, have control of, or groom any dog on the show grounds during his assignment that is not wholly owned or co-owned by the judge d) While officiating, a judge should not ask individuals: v Who owns the dog v From whom the dog was purchased v What bloodlines the dog is out of
4. A judge shall not personally exhibit a dog in Conformation in the same state as his assignment four (4) days prior to his assignment.
5. When attending social functions organized by the event-giving club where exhibitors are present, a judge is expected to exercise particular discretion in discussing individual exhibitors, dogs or breeders.
6. A judge or their family members should never solicit nor promote assignments on the judges behalf.
7. Although a judge cannot directly control who enters under him, he should advise potential exhibitors not to enter under him when he feels there is a possible conflict of interest to avoid improprieties or perceived improprieties. Examples of such conflicts might be: v An employer or employee v A relative v A person with whom the judge co-own dogs v A person with whom the judge is traveling or housing with.
QUALIFICATIONS:
Outside Registry Judges: Judging at an ASCA Sanctioned Conformation show is an honor and a privilege, not a right. Judge applicants must satisfy ASCA's stated minimum eligibility requirements for judges, but satisfying the minimum requirements does not entitle an applicant to become or remain an ASCA judge. In addition to satisfying other stated qualifications to serve, an applicant must consistently display the highest level of ethical conduct, impartial demeanor, professional comportment and dedication to upholding ASCA's codes, rules, decisions and the Statement of Purpose in ASCA's Bylaws. Any documented failure to perform on this level may result in denial or revocation of judging privileges by the ASCA Board of Directors without regard to any other qualification or prior service.

Judges from these registries must have been recognized judges within one of these organizations for a minimum of three (3) years. AKC, UKC, or CKC Judges who have judged ASCA Conformation events prior to June 01, 2001, are exempt from this requirement. Verification of new judges by contacting their primary registry is the responsibility of the affiliate club that hires the judge.
