99:08 2001 Obedience Finals--Budget

I move to accept the budget as supplied by the 2001 Obedience Finals

94:16 ASCA Insurance--Refund

Motion by Toft, second by Trumbull-Clark

Due to the change in premium by the company writing our blanket event
coverage I move:

1)  ASCA refund all but $10 of each fee already paid by an affiliate for
this coverage to date with a short form letter composed by the Business
Office explaining what has happened;
2)  The Board direct the Business Office to change the requirement for the
fee for Additional Named Insureds on the Insurance form sent with all
sanctioning packets from $52.55 to $10;
3)  Kris Toft will work with the Business Office on wording for the letter
required in #1 above if the Office requests assistance and will compose an
educational article to go into the next issue of the Aussie Times
explaining this change.

Comments:  The company writing this policy did not realize how many
requests for Additional Named Insureds we would have.  They have decided
they can cover all the requests for this year for a one-time premium of
$500.  ASCA will be receiving a refund of the overage paid to date

93:19 Board Policies--Clarification of Policy 6.8.1

I make the following motion:

The following sentence of clarification shall be added to Policy 6.8.1.
"The minutes of the meetings and actions of the Board of Directors, as
recorded by the Executive Secretary and approved by the Board of
Directors, shall be sent by the Executive Secretary to the editor of the
AUSSIE TIMES, the ASCA Web Master, and the ASCA Business Office with
instructions for the minutes to be included with the Secretary Report by
attaching them to the Secretary's Report."

Comment:  This motion should really be unnecessary.  However, it is
ridiculous to have the board minutes handled twice by different people.
It is a waste of time and effort as well as lengthening the time it takes
to get the minutes posted for view by our membership. There is no reason
to have the Secretary handle the minutes after they have been approved by
the board.

98:11 Obedience Rules

The Obedience Committee would like to recommend the following motion to
the Board of Directors, effective June 2001.

Add to Chapter 4, Section 1 Open A Class--the following words in the first
sentence "from ASCA" making the first sentence read
  "The Open A class shall be for any dogs that have earned the C.D. title
from ASCA, but have not earned the C.D.X title from any registry.

Add to Chapter 4, Section 2, Open B Class--the following words to the
first sentence "from ASCA" and "may have a C.D.X. from any registry"
making the first sentence read "The Open B class will be for dogs that
have won the C.D. title from ASCA, and may have a C.D.X. from any
registry.

Add to Chapter 5, Section 1, Utility--the following words to the first two
sentences, "from ASCA" making them read "The Utility Class shall be for
dogs that have won the C.D.X. title from ASCA.  Dogs that have won the
U.D. title from ASCA may continue to compete in this class"

This came up when a handler carefully read his ASCA obedience rules and
discovered that we did not specify that you had to have an ASCA title to
go on to the higher classes.  Which meant that someone with an AKC U.D.
could start showing in ASCA utility.  This is not the way any other
registry works, and we did not feel it was the way our rules were meant to
read.

90:03 Show Rules Changes

1.  Judges Test--Attempt Limits
Motion to limit the initial number of times the ASCA Breeder Judges test
may be taken.  An applicant may attempt the test twice without penalty.
Failure after the second attempt would result in a six (6) month waiting
period.  A failure after the third attempt would result in denial of
his/her Breeder Judge Application.

ASCA Judges Policy to be added to the ASCA Non Regular Judges
Requirements.  Effective June 1st, 2001:

Comment by Liaison: This form was faxed to the BOD; changes were made to
state "all owners" in regards to a junior's dog.

3. Change In BBX Rule
Motion to change Bred By Exhibitor Rule, Chapter 4, Section 4.6 to state:

The Bred By Class shall be for dogs that are:
   1. Six (6) months of age and over
   2. That are not ASCA Champions
   3. That are owned or co-owned by a breeder of record or a member of the
breeder's immediate family.

To handle a dog in the Bred By Exhibitor Class, either of the following
conditions must be met:
   1. Handler must be an owner or co-owner of record and be a breeder of
record or
   2. Handler must be an immediate family member of the breeder who
maintains ownership of the dog.

The winner of the Bred By Class may be handled by other than the above
named individuals in any subsequent class for which it becomes eligible.

Effective date: October 1, 2001

Comments: The SD Program has grown and our current form does not offer all
the classes we now offer to contestants.  To make entries easier for both
the contestants and trial secretaries this new form will offer all classes
that are currently offer by the ASCA SD Program and simplify the entry
process a great deal.
