This report details the day to day activities of the ASCA Board of Directors and includes issues brought before the ASCA Board and communications done by mail, fax, e-mail and/or phone.

93:18 Stock Dog Rules - CH. 8, Sec.5 - Provisional Stockdog
Motion by Warren.
I move to accept the following SDC recommendation.

Comment: The only change is the addition of a PROVISIONAL STOCKDOG JUDGE FORM which you will find attached. This has already been run by the Business Office.

CH 8, Sec.5 - Provisional Stockdog Judge

Motion: move to change CH.8, Sec.5 - PROVISIONAL STOCKDOG JUDGE to read as follows. This motion also includes the acceptance of the ASCA Provisional Stockdog Judge Form required in #2. (see attachment for the form)


CHAPTER 8, SECTION 5 - PROVISIONAL STOCKDOG JUDGE
Upon appointment by the ASCA Board of Directors of an Apprentice Judge to the position of Provisional Stockdog Judge, the Provisional Stockdog Judge shall :
  
1.  Serve a probationary period of two (2) years, which must include judging at least six (6) stock trials consisting of at least two trial days of sheep, cattle or ducks.


2. Complete the ASCA PROVISIONAL STOCKDOG JUDGE FORM and return it to the Business Office in a timely fashion upon completion of his/her Provisional Judging period.
  
3.  After the completion of the probationary period, the conduct of the Judge shall be reviewed by the ASCA Stockdog Committee. The ASCA Stockdog Committee will vote whether to recommend appointment as a full Stockdog Judge, or to dismiss the Provisional Stockdog Judge from the program.
  
4. The Stock Dog Committee shall submit the result of the vote and the supporting reasons and documentation along with the committee member's comments to the ASCA Business Office.

 

5. The ASCA Business Office will provide the ASCA Board of Directors with the Stockdog Committee's recommendation, supporting reasons, documentation, along with the committee member's comments and the applicant's resume.
  
6. The ASCA Board of Directors will vote on the SDC's recommendation within ninety (90) days of the date it receives the recommendations of the Stockdog Committee.

97:15 COMMITTEE PROCEDURES - Membership
Motion by Warren, seconded by Berryessa.

Replace Committee Procedures; Membership #2 with:
2. Committee members will be appointed by the Board for a period of two years. Members will be appointed each year during the Nationals. Vacancies to the committees will also be filled during the April BOD meeting. Vacancies may also be filled at other times during the year, if deemed appropriate by the liaison. The term of Committee members appointed in between Nationals will expire at the second National following their appointment. Committee members may apply for reappointment by the Board.  The Chairs of the committee will keep track of their members and their terms and announce in the AT when vacancies need  to be filled or terms are up for reappointment.

This replaces: Committee members will be appointed by the Board for a period of two years and may be reappointed by the Board.

90:03  SHOW RULE CHANGE - Judges' Test
Motion by Davenport.

I move to accept the following motion from the Conformation Committee:

Motion by Beth Ellen Peterson to change the following on the ASCA Breeder Judge Conformation Test.  Second by Gemi Sasson-Brickson

For - T. Meadors, M. Hellmeister, P. Kontos, W. Finsterwald, J. Johnson, K. Cochran, L. Gibson, M. Floyd, D. Collins, B. Peterson, W. Summers, G. Sasson-Brickson, D. Creelman Against - None.  Motion is approved.

In the instructions, the first sentence of the 2-sentence paragraph, the word "insure" should be changed to "ensure".

90:03  SHOW RULES CHANGE-judging after prolonged absence
Motion by Davenport.
I move to accept the following motion from the Conf. Committee:


JUDGING AFTER A PROLONGED ABSENCE

Motion by Gemi Sasson-Brickson to make the following addition to the ASCA Breeder Judges' Test.  Second by Liz Gibson.

(Comment: "I do not think that a judge needs to retake the test. If they are knowledgeable enough to have passed the first time, I doubt that the knowledge is lost."  J. Johnson)

After REQUIREMENTS AND PROCEDURES FOR BECOMING AN ASCA APPROVED BREEDER JUDGE:

At all levels of the Breeder Judge Program it is the responsibility of the applicant to maintain their records and to submit applications for increased levels of approval at the appropriate time.  The requirements stated are minimum requirements and may be exceeded by the applicant if so desired.

*****If five or more years have lapsed from the date of the judge's last ASCA conformation judging assignment, the judge is then required to re-take the judges' test to demonstrate current knowledge of the Breed Standard and ASCA Conformation Show Rules and Regulations.  A score of 100% is required to resume status as an ASCA Approved Breeder Judge. No additional
requirements will need to be met.  A re-applying judge may take the test twice without penalty.  Failure after the second attempt would result in a six month waiting period.  A failure after the third attempt would result in a denial of the judge's reinstatement.  *****

90:03 SHOW RULE CHANGE - judging assignments

I move to accept the following motion from the Conformation Committee:

I make the following motion regarding the counting of judging assignments towards progression through levels of judging;

Add the following line item to the "Requirements and Procedures For Becoming An ASCA Approved Breeder Judge".

 

Procedure- Steps in applying for Approved Breeder Judge:
Change A)1. To read; A minimum of ten regular class judging assignments with a minimum of 15 entries that meet the previously stated requirements.


*These assignments may come from the interim period during which a judge is awaiting final approval from the ASCA BOD. Once approval is given, all interim assignments will then count toward the level of judging being applied for. Add the following sentence to D) If the application is denied, these interim assignments may count toward additional tasks assigned per the ASCA BOD .*

*****This motion would be retroactive to include all judges currently in the program as of 04/15/03.*****
